I can't walk properly on the streets when people are staring at me. What should I do? First, don't waste too much time trying to figure out the people staring. People stare, everywhere, in every culture, for just about every reason. We're human, we're not meant to be alone, even in our discomfort. 

Simple,  if you know you are doing something in your environment(s) that draws unwanted attention as an unintentional side effect, change it if you can. In these situations, practice putting yourself, your muscles, your body position back to where you are comfortable. Over and over again. This formula works really well for a lot of things. 

We may think that people are "staring"  when they are not. Everyone has to look at another person.  Sometimes men will stand there staring at women who walk by and it is annoying, but you can't change other people's behavior. Don't get close enough that he could grab you. Some men will try to grope a woman if they think they can get away with it. Just be alert as to who is around you and try to walk with other women. 

 Some are afraid only when a stranger stares at them. Some  are afraid when someone stares for a long period of time, it is a social phobias. People with disfiguring illnesses or injuries also are more likely to develop this phobia. Those who were bullied or made fun of may be at increased risk for this phobia. 

 You have to believe that people have more interests in their lives than staring at you while you walk. Simply carry on with your life. Ignore other people who are staring you.
